Rulemaking Activity
DEED adopts rules to implement or make-specific a law applicable to DEED, helping DEED formulate policy necessary to administer a legislatively created program. The process includes notifying the public of intent to adopt rules and maintaining a current, public rulemaking docket.
- DEED's public notices may be accessed through links in the Rulemaking Docket below. People interested in receiving notices of DEED rulemaking activities may contact DEED's rule coordinator to be added to DEED's Rule Mailing List.
- Proposed rules are published in the State Register. Copies of final DEED rules are available from the Minnesota Bookstore by calling 800.657.3757.

Rule Chapter, Title, and Subject: Chapter 3300.5000 to 3300.5060: Permanent rules relating to Vocational Rehabilitation (VR)
Reason for Rulemaking: The Vocational Rehabilitation program is a state-federal program that provides services to eligible individuals with disabilities to prepare for, enter, retain or regain employment. The rule amendments are necessary to bring rules into conformity with federal requirements for the vocational rehabilitation program (Title 34, Code of Federal Regulations, Part 361); and clarify and revise the definitions, terms and conditions for when costs are covered, how services are provided, and what products and services can be provided. The agency is proposing to amend the Rules pertaining to:
- Minor wording changes in the definitions of serious functional limitation for purposes of establishing priority for services.
- Establishing standards for providers of job related services.
- Terms and conditions of assistance with employment through a small business enterprise.
- When a search for comparable sources of services and benefits is required.
- Assistance with child care for an eligible individual to implement an approved employment plan.
- Provision of vehicle modifications.
- Agency assistance in postsecondary training.
- Establishing standards for providers of orthotics and prosthetics.
- Agency assistance with transportation expenses.
- Definition of the term Tools and Equipment.

Rule Chapter, Title, and Subject: Chapter 4305.0010-4305.0080: Adopted Expedited Permanent Rules Governing the Military Reservist Economic Injury Loan Program
Reason for Rulemaking: These rules are regarding the application for and awarding of loans to small businesses suffering economic injury due to an essential employee who is a member of the military reserves being deployed for 180 days or more. The statutory authority to adopt the rules and to use the expedited rulemaking process is set forth in Minnesota Statutes, section 14.389, and Minnesota Statutes, section 116J.996, subd. 4.
