Special Incumbent Worker Program

Due to funding restrictions, this program is not currently available.
The Special Incumbent Worker Training Program focuses on providing opportunities for existing workers to gain new skills that businesses and industries are demanding.
All projects must include the participation of at least one accredited Minnesota educational institution and business working together. Grants of up to $400,000 may be awarded for each project. Cash or in-kind contributions from the participating business must match grant funds on at least a one-to-one ratio.
Funds may be used for direct training services to provide an increase in the job-related skills of participating incumbent workers. An incumbent worker is an individual employed by a for-profit business or a nonprofit organization in Minnesota with at least one full-time paid employee. Requests for wage subsidies are NOT eligible.
Preference is given to projects that:
- Apply creative training models, innovative partnerships, and expansion or replication of promising practices
- Projects that incorporate training in English as a second language targeted at improving functional workplace English.
- Project proposals that demonstrate a regional or statewide impact, a high level of collaboration among educational institutions and/or the involvement of Centers of Excellence.
Eligibility
State or local government units (including state colleges, universities and technical schools), non-profit organizations, community action agencies, business organizations or associations, or labor organizations are eligible to apply.

Applications for this program are accepted only during special grant rounds. The Minnesota Job Skills Partnership Board reviews proposals and awards the grants.
