Summary of Recent Changes
[03/28/2012] Chapter 5 has been updated to include new Lower Level Standard Income Levels (LLSIL) issued in the Federal Register Notice dated 03/28/2012.
[03/28/2012] Chapter 21 has been updated to include information DEED's new Financial Status Report (FSR) and Cash Advance Payment Request (CAPR) forms.
[03/21/2012] Chapter 25 on WIA Youth Literacy and Numeracy Common Performance Measure has been updated to include a reference to TEGL 18-11, dated March 2, 2012, providing strategies for improving Literacy/Numeracy outcomes.
02/08/2012] Chapter 7 has been revised to include additional guidance for WSAs and youth service providers on the development of local policy on Incentive Payments to WIA Youth Participants. The local policy must be approved by the Youth Council and LWIB.
Chapter 10 has been updated to include the provisions of TEGL 35-10, dated June 16, 2011, on the conflict of interest language required to be included in the Code of Ethics for LWIBs/Youth Councils. A sample Youth Council Orientation Guide has been added as Attachment A.
[02/07/2012] Chapter 11 on Work Opportunity Tax Credit (WOTC) has been revised to reflect the information provided in TEGL 15-11, issued by DOL-ETA on January 24, 2012.
[02/01/2012] Chapter 9 on Selective Service Registration was revised per TEGL 11-11, Change 1, dated January 20, 2012, clarifies that programs or services funded or authorized by Title I of WIA, not those funded or solely authorized by the Wagner-Peyser Act, must comply with the Selective Service registration requirements.
TEGL 11-11, dated November 23, 2011, indicates that all males under the age of 26 must register with the Selective Service prior to being enrolled for WIA-funded services (see Attachment A for an overall chart, including exceptions).
[02/01/2012] Chapter 3 on Documentation of Eligibility under WIA was revised per TEGL 11-11, Change 1, dated January 20, 2012, which indicates a screen print from the Selective Service Registration Verification website is acceptable documentation.
[02/01/2012] Chapter 24 has been revised to include guidance for WSAs using Individual Training Accounts (ITAs) for Older and Out-of-School Youth under Minnesota's waiver approved by DOL.
[12/01/2011] Chapter 16 on Competitive Procurement of WIA Youth Program Activities has been revised to clarify the exceptions to the youth provider selection requirements outlined in WIA Regulations and the waiver approved by DOL-ETA on 11/16/2011.
[09/12/2011] Chapter 17 on co-enrollment strategies under WIA Youth, has been updated to include the waiver that Minnesota secured from DOL permitting WSAs to co-enroll WIA youth in the TANF-funded Teen Parent Summer Youth Program.
[08/25/2011] Chapter 20 has been updated to clarify that TEGL-15-10 established “credential” as the umbrella term encompassing post-secondary degrees, diplomas, licenses, certificates, and certifications awarded in recognition of an individual’s attainment of measurable technical or occupational skills necessary to obtain employment or advance within an occupation. Work readiness certificates and those awarded by LWIBs are not included in this definition. The Questions & Answers at the end of this chapter have also been updated.
[08/18/2011] Chapter 18 has been updated to add a reference to Section 128(c)(2) in the WIA Statute regarding the 20 percent carryover provision for the WIA Youth Program.
