The manual changes frequently so below we outline some key chapters that have been rewritten due to policy changes.
[10/07/2010] Chapter 21 - the new format of the Regular WIA Youth Program Monthly Financial Status Report (FSR) with instructions (dated April 29, 2010) is included. The FSR was modified to permit WSAs to report wages/fringe benefits on youth served under WIA.
[09/28/2010] Chapter 11 has been revised to provide information on the Work Opportunity Tax Credit (WOTC).
[09/21/2010] Chapter 23 on OMB Common Youth Performance Measures has been updated to include a web link to the national GPRA levels for each common youth measure and an out-dated definition of work readiness has been eliminated.
[09/08/2010] Chapter 25, Attachment A and Attachment B of the WIA Youth Administrative Manual on the Literacy/Numeracy Common Measure has been updated to include the following: A web link to the NRS Test Benchmarks for Educational Functioning Levels; a web link to information on the GPRA performance levels; and a clarification that the WorkKeys are not valid for scores below 75 (High Intermediate) for the Literacy/Numeracy Common Measure.
[08/24/2010] Chapter 26 of the WIA Youth Administrative Manual on Summer Employment Opportunities and Paid and Unpaid Work Experiences under WIA has been revised to remove references to the Youth Recovery Act.
[08/24/2010] Chapter 27 and Attachment A of the WIA Youth Administrative Manual has been revised to include DOLETA's new methodology for calculating the Work Readiness Indicator (see TEGL 7-10, dated 8/19/10).
[07/01/2010] Chapter 5 of the WIA Youth Administrative Manual's section on Income Eligibility has revised the 70 percent Metro and 70 percent Non-Metro LLSIL levels.
