Data Initiatives

Employment outcomes of people with disabilities are unclear, and the ability to leverage data for public policy development is limited because data collection and analysis are neither comprehensive nor coordinated.

While the state of Minnesota often has good data on the use of its programs, the data are sometimes not specific to people with disabilities. Sometimes data are not analyzed or shared across agencies or with stakeholders outside of state government.

Sometimes privacy statutes prevent data sharing.  As a result, it is difficult to comprehensively understand the effects of programs and policies.

Addressing barriers to data gathering, analysis, and sharing, while respecting individual’s privacy rights, will help managers and policy-makers understand and shape more effective services and supports and improve employment outcomes for people with disabilities.

PTE has established data sharing agreements with the Departments of Employment and Economic Development, Revenue, and Education. Together with data from DHS, PTE uses population-level data and survey results to inform planning for future employment efforts and form policy recommendations.

PTE also collaborates with the Medicaid Infrastructure Grant – Research Assistance to States (MIG-RATS) organization and other national technical assistance and research organizations to increase access to federal-level data.

PTE collects data on each of the initiatives it has funded. Much of this information can be found in the PTE Quarterly Progress Reports.
