Medical Assistance
for Employed Persons with Disabilities
MA-EPD is Minnesota's Medicaid buy-in program that allows people with disabilities to work and maintain their Medicaid coverage. It differs from other Minnesota health care programs in that it is designed primarily to be a work incentive.
With PTE support, policy questions are answered, program utilization problems are resolved, and county staff and other key providers are extensively trained on the program and how it fits with other work incentives. MA-EPD staff take a lead role in promoting the coordination of services that support people with disabilities in competitive employment.
To qualify for MA-EPD a person with a disability must:
- Be certified disabled either by Social Security or the State Medical Review Team (SMRT)
- Be at least 16 and under 65 years of age
- Be employed and earning more than $65 a month and paying or having Medicare, Social Security and other applicable state or federal income taxes withheld
- Live in Minnesota and be a U.S. citizen or lawfully residing in the United States
- Pay a premium
- People with disabilities who receive unearned income must pay a small amount of this income
- Those who are eligible for Medicare Part B must enroll in and maintain part B coverage.
