On a seasonally adjusted basis the CPI-U increased 0.3 percent in January, following decreases in December, November, and October. The January CPI-U showed virtually no change over one year ago. The index for energy rose 1.7 percent in January following six consecutive monthly decreases. The food index rose 0.1 percent in January after declining 0.1 percent in December, which was the first decline in the food index since April 2006. The index for all items less food and energy rose 0.2 percent in January, after remaining essentially unchanged from November to December. The Minneapolis-St. Paul-Bloomington Metropolitan Statistical Area annual average CPI-U rose 3.8 percent for 2008 from the 2007 annual average.
