Overview of Non-JOBZ Findings
The activity levels and total value of non-JOBZ business assistance have varied significantly from year to years as reported by state and local government agencies. There were 14 non-JOBZ business assistance agreements reported by government agencies in 2010 for 2009 activity.
The total value of business assistance agreements has also varied significantly from year to year, from a total value of $612.6 million for 2000 activity to $12.8 million for 2008 activity.
2009 NON-JOBZ Activity
Of the 638 state and local government agencies that were required to file in 2010, either because of population size or previous business subsidy activity or current activity in 2009, 285 agencies submitted reports and 353 agencies did not.
Of the 285 that submitted a form, 12 agencies reported on 14 eligible business assistance agreements that were reached between January 1, 2009 and December 31, 2009. The $22.5 million of business assistance provided by those 14 agreements ranged from $92,000 grant subsidy to a $16.5 million loan agreement.
Of the 14 business assistance agreements, three recipients (21.4%) had achieved all stipulated goals and obligations, compared to 11 recipients (78.6%) that have yet to achieve their goals and obligations. All agencies reported that recipients had more time to meet their goals.
