Total Maximum Daily Load (TMDL) Grants
The Total Maximum Daily Load grant program provides grants to units of local government to assist with the cost of wastewater treatment or storm water projects necessary to meet waste load reduction requirements under TMDL implementation plans prepared and approved under the federal Clean Water Act.
Funds for the TMDL grant program have been appropriated by the Legislature from the Clean Water Fund via the Clean Water, Land and Legacy Amendment.
Administered by the Public Facilities Authority, the TMDL grant program provides grants for 50 percent of eligible costs up to a maximum of $3,000,000.
Projects and eligible as-bid costs must be certified by the Minnesota Pollution Control Agency (MPCA) prior to grant award. Grants are awarded based on the estimated cost in the application or the as-bid cost, whichever is less.
The determination of eligible costs includes a calculation by the MPCA of the Essential Project Component (EPC) percentage based on existing versus future needs, which may result in some projects qualifying for less than 50 percent grants.
