Forms for CRPs and Limited-Use Vendors
We are transitioning from VRS Operating Agreements to VRS Professional Technical (PT) Master Contracts effective July 1, 2012.
What to expect and what needs to be done between now and July 1st:
Continuous access to services: There should be no interruption in services. The plan is to assure continuous access to services as we move from one system to the next. Existing Operating Agreements remain in effect through June 30, 2012, and the new Professional Technical Master Contracts become effective July 1, 2012. Current services and fees will be transferred from the old Operating Agreement to the new PT contract.
Duration of contracts: The new PT contracts with Community Rehabilitation Programs (CRPs) will be effective for 5 years. Limited Use Vendors (LUVs) will continue to be capped at $20,000 per year with PT contracts in place for up to two years. PT contracts with Centers for Independent Living (CILs) state certified to provide independent living services will be in place for 5 years.
Amending contracts: Routine requests to amend contracts by adding, deleting or modifying existing services will continue to be handled through a consultative process on an as needed basis. Requests to add new or innovative services that have not typically been offered under previous PT contracts (or historic Operating Agreements) will be considered for VRS review as an innovation and expansion activity.
Application Process: PT contracts require a new application process. Under state contracting requirements, CRPs, LUVs, and CILs must complete an application to be a vendor of services. The application will be reviewed and approved by DEED staff. As a result of the application process, a new contract number will be assigned to each organization.
CARF Accreditation: For CRPs, Vocational Rehabilitation Services will continue to monitor CARF accreditation status and failure to maintain CARF accreditation will result in the termination of the PT contract.
Key Dates:
- State Register announcement published Monday, May 14, 2012.
- Monday, May 14, 2012, link to required Contract Application sent to all Community Rehabilitation Programs (CRPs), Centers for Independent Living (CILs) and Limited Use Vendors (LUVs).
- Completed PT Contract Applications due to VRS by Monday, June 4th.
- By Friday, June 8th, PT Contracts sent to applicant/vendor for signature.
- PT contracts with signature(s) returned to VRS by June 18th.
- By June 20th, VRS will send 10 day cancellation notice for ‘old’ Operating Agreements.
- July 1, 2012 new VRS Professional Technical Master Contracts in place and effective.
