Program Contact Information
Staff at our WorkForce Center administer several training and support programs for job seekers. Below is brief description of each of the programs available here and key contact information.
Dislocated Worker Program
This program is for workers who have lost their job through no fault of their own. The goal is to help workers find new jobs at comparable wages. Workers may apply for services as soon as they receive notice of permanent layoff. Services are delivered by a number of employment and training agencies.
Contact: Ellen Zempel at 507-453-2932 for more information or to schedule an appointment.
Veterans Services Program
Veterans Employment Representatives provide specialized employment and training services to Minnesota veterans. To receive services, participants must meet the definition of an eligible veteran and register with a WorkForce Center.
Contact: Veterans Representative John Jacobson is available by appointment at the Winona Workforce Center on the first and third Wednesday of each month.
Vocational Rehabilitation Services
Vocational Rehabilitation Services are employment and training services for people with disabilities. Participants have physical or mental disabilities that make it difficult to find or keep a job.

Food Stamp Program
The Food Support (Food Stamps) program is a county-run, federal program that helps ensure that Minnesotans with low incomes get proper food and nutrition.
