DEED’s Elsey Named President-Elect of NASWA


ST. PAUL – Bonnie Elsey has been named president-elect of the National Association of State Workforce Agencies (NASWA), based in Washington, D.C.Elsey, who is the director of workforce development for the Minnesota Department of Employment and Economic Development (DEED), will begin leading the group in September 2011.

“Bonnie has an established record of workforce development management and leadership, as well as a long commitment to improving the skills of Minnesota’s workforce and job seekers,” said DEED Commissioner Dan McElroy.

Dr. Rochelle Webb, current president of NASWA and an administrator at the Arizona Department of Economic Security, also had high praise for Elsey.

“I am pleased to have the opportunity to work with President-elect Bonnie Elsey  during this association year,” said Dr. Webb. “We have worked closely on other national initiatives, and I look forward to working with Bonnie in her new national role at the National Association of State Workforce Agencies.”

During a career spanning more than 30 years, Elsey has managed numerous employment and training programs, and has served on work groups and committees at both the federal and state levels. She chairs the NASWA Employment and Training Committee and is a member of the U.S. Department of Labor Unemployment Insurance/Workforce Connectivity Work Group.

Elsey has a Bachelor of Arts degree in psychology from the University of Minnesota and a Master of Science degree in rehabilitation counseling from St. Cloud State University.

NASWA is an advocate for workforce issues in Congress and works with the U.S. Department of Labor to help state agencies provide employment and training services, unemployment insurance, veterans services and other vital workforce programs.
