2008 Business Development/Infrastructure Application

Background/Purpose
The Business Development/Infrastructure Application (BDIA) is the umbrella name for a variety of funding resources that are provided by the Minnesota Department of Employment and Economic Development (DEED) and the Public Facilities Authority (PFA) to provide Eligible Applicants a “one-stop shopping” mechanism for projects that have a common goal.  This venue allows our external customers to apply for multiple funding sources via one Application.

Those funding resources include the Greater MN Business Development Public Infrastructure Grant Program, the Bio-Science Business Development Public Infrastructure Grant Program, the MN Investment Fund Program and a Credit Enhanced Bond Pool resource in partnership with the Public Facilities Authority (PFA). 

DEED has the authority to award funds to assist Eligible Applicants with the development of costly public infrastructure and in some instances for the acquisition of land, the acquisition/construction of buildings and/or the purchasing of equipment.

Application Goal
The goal of this application process is to stimulate economic development activity by assisting local units of government to provide infrastructure required to assist Minnesota’s private sector in the creation or retention of the highest quality jobs possible with a focus on industrial, manufacturing and technology related industries and to keep or enhance jobs in a specific location while increasing a city’s tax base.

Application Requirements
The Department of Employment and Economic Development (DEED) will accept Applications on an open application, (pipeline) basis until all funds are committed.  DEED reserves the right to modify or withdraw this application at any time and is not responsible to reimburse an applicant for costs incurred in the preparation or submittal of their application.

Applicants should realize that this is the first step in the application process. Due to the complexity of the programs that make up this application process, Applicants should anticipate requests for additional information from DEED.
