1. Is financing available for housing rehab?

The Small Cities Development Grant Program is to provide decent housing, a suitable living environment and expanding economic opportunities, principally for persons of low and moderate-income.

The program provides federal grants from the U.S. Department of Housing and Urban Development (HUD) to local units of government on a competitive basis for a variety of community development projects. Cities and townships with populations under 50,000 and counties with populations under 200,000 are eligible for loans. Indian tribal governments, which can receive funds directly from HUD, are ineligible for this program.

2. Is assistance available to help revitalize downtown business districts?

3. Are financial resources available to help upgrade our wastewater facility?

The Public Facilities Authority (PFA) Water Pollution Control Revolving Fund enables borrowers to finance wastewater facilities that meet effluent standards mandated under the Clean Water Act. The program is also known as the Clean Water State Revolving Fund or the SRF program. The PFA provides below-market rate loans to borrowers for upgrading and constructing wastewater facilities. Any home rule charter or statutory city, county, sanitary district, or other governmental subdivision having primary responsibility for wastewater treatment.

4. What program can help us deal with a contaminated site?

The Contamination Cleanup and Investigation Grant Program.

The Department of Employment and Economic Development can award grants to development authorities for contamination investigations and the development of Response Action Plans (RAPs) or for the cleanup of contamination prescribed in a Minnesota Pollution Control Agency (MPCA) approved RAP on a site that will be redeveloped. In both cases, grants are awarded to those sites where there is a planned redevelopment intention.

5. Are financial resources available to help us redevelop an old site?

The Greater Minnesota Redevelopment Grant Program.

The Department of Employment and Economic Development has been authorized to offer grants to assist development authorities with costs related to redeveloping blighted industrial, residential or commercial properties. The program applies to sites that need to be recycled for a more productive use. Program purposes include creating and preserving living wage jobs; creating incentives for a full range of housing opportunities; helping communities implement compact, efficient and mixed use development; and helping to preserve unique local and cultural assets.

6. Are financial resources available to help us replace our drinking water system?

The Public Facilities Authority (PFA) Drinking Water Revolving Fund enables borrowers to finance public drinking water storage, treatment and distribution systems that meet Safe Drinking Water Act standards. The PFA provides below-market rate loans to borrowers for upgrading and constructing public drinking water systems. Any county, city, town, township, regional entity or other governmental entity, or other entities having primary responsibility for providing public drinking water.

7. What is MNPRO?

MNPRO is an integrated web site combining the Department of Employment and Economic Development Property Tracking System with the Minnesota Community Profiles. It is a one stop informational resource for tracking land, industrial, retail, resort and office space available for sale or lease in Minnesota, while providing detailed information on economic development, demographics, workforce, employers, utilities, transportation, education and business and community services in its communities.

8. How do we get a Community Profile for our community?

You may view and/or print a profile for any Minnesota community by accessing the MNPRO web site.

9. How can we get the information in our Community Profile updated?

Community profiles are updated directly from the MNPRO web site. Each community has a designated individual to handle updates. Call 651-259-7114 or 1-800-657-3858 or E-mail to mnpro.admin@state.mn.us to find out the authorized agent in your community.

10. How do we get our available properties into the statewide network?

Properties may be entered directly into the on-line Commercial Property System via the Department of Employment and Economic Development web site. Call 651-259-7114 or 1-800-657-3858 or E-mail mnpro.admin@state.mn.us if you would like to complete a user training session and receive a personalized password to the system.
