Job Service and Veterans Employment Services
Job Service is a core partner in WorkForce Centers throughout the state of Minnesota. Job Service is a program run by the Minnesota Department of Employment and Economic Development. The mission of Job Service is to provide and support a labor exchange system which helps Minnesota businesses build and maintain a world class workforce and which helps workers and job seekers manage their participation in the workforce and enhance their self sufficiency.
The Wagner-Peyser Act of 1933 established a nationwide system of public employment offices that are known as the Employment Service (Job Service). This system has provided high quality job seeker and employer labor exchange service and information for over seventy years.
Job Service has its roots in the Social Security Act of 1935, when Congress established Unemployment Insurance as part of an employment security system. The Wagner-Peyser Act was amended by the Workforce Investment Act of 1998 (WIA). The WIA amendments transformed the public labor exchange from a nationwide system of separate local employment offices into the foundation of the nation's One-Stop Centers. In Minnesota, these One-Stop Career Centers are called Minnesota WorkForce Centers.
Minnesota's Veterans Employment Services (VES) operates through the Job Service to provide employment assistance to the Minnesota veteran population. Like the Job Service, VES was established under the Wagner-Peyser Act and currently funds Veterans Employment Representatives at WorkForce Centers throughout Minnesota. The Job for Veterans Act, Public Law 107-288 was signed by President Bush on November 7, 2002. This act defines Veterans Priority of Service for the Minnesota WorkForce Center System.
