To represent employers as customers of the Minnesota WorkForce Center System by keeping informed about labor exchange and Unemployment Insurance operations, sharing sound principles of business management, and recommending ways of improving service to employers and job seekers.

What is a JSEC?
A Job Service Employer Committee is a group of local employers who establish and maintain a working relationship between the Job Service component of a Minnesota WorkForce Center and the employer community. Their purpose is to improve services to employers and the community at-large by providing customer feedback. JSEC Committee members work with staff to shape the WorkForce Center's services to meet the employment needs of local employers. Ongoing activities include:
- Act as a sounding board for proposed and ongoing Minnesota WorkForce Center policies and services;
- Identify and recommend ways to meet community employment related needs;
- Obtain employer support for Minnesota WorkForce Center services;
- Cosponsor informational seminars on human resource and employment and Unemployment Insurance issues;
- Help design and implement special community activities such as job fairs and career days.
Why have JSECs?
The Department of Employment and Econonic Development is primarily supported by employer tax dollars. It is commissioned to provide an efficient labor exchange service, the Job Service, to operate the Unemployment Insurance programs, and to deliver other legislatively mandated employment and training related functions. It is your Federal Unemployment Tax Act (FUTA) money that pays for the operation of the employment system. Through the JSECs employers have a voice in how tax dollars are spent and can learn how to better utilize all the services you pay for with FUTA tax.
Who belongs to JSEC?
Employers like you. JSEC members represent a diverse group of employers from all industries and in all sizes, who may or may not use the WorkForce Center System. Typically, members are either business owners or human resources executives. Private sector businesses and the public sector are represented.
