Minnesota Job Skills Partnership (MJSP) Program grant proposals will be reviewed Job Skills Programs Office staff according to the following guidelines. Note that the list is offered as a guide only and is not all-inclusive.
A. Severity of Skill Shortage
- Assessment of need
- Availability of other training in area
B. Capacity Building
- Ability to develop curricula
- Ability to implement curricula
- Lack of existing curricula
- New courses, programs, degrees developed
C. Practicality/Potential for Employment
- Level of business commitment to program
- Level of business commitment to retraining
- Appropriateness of program design to meet business needs.
D. Opportunity for Trainee
- Meaningful employment
- Durability of skills
- Wage level
- Number of trainees served
- Benefits
- Defined career paths
E. Cost per Participant
- Appropriate relationship to business need and trainee opportunity
- Comparative position to similar training
F. Contribution to Minnesota Economy or Specific Local Economy
- Likelihood of firm continuing
- Contribution of trainees to economy
- Attraction of new or expanding firm in community
G. Accessibility for Displaced/Disadvantaged Workers
- Recruitment process
- Readiness for level of skill training
- Program scheduling
- Availability of support/services coordination with community-based organization
H. Adequacy of Fiscal and Program Management
- Agency capability to supervise program
- Agency capability to maintain fiscal responsibility
