WIA Planning
The Workforce Investment Act (WIA) of 1998 provided the framework for Minnesota to develop its own workforce investment system. Planning for that effort was - and continues to be - at both the state and local levels.
Under national strategic direction during established planning cycles, the Minnesota Department of Employment and Economic Development (DEED) coordinates a joint planning process that includes various public and private entities, as well as members of the general public, in developing a "unified" plan for Minnesota. Local workforce investment boards in turn submit unified plans that describe how the local workforce investment systems under their guidance will respond to the needs of regional labor markets.
