The WIA Administrative Manual has been updated with the following changes: Chapter 20, Attachment A was updated to include a NOTE under item 4. Chapter 21, Attachment A has been updated with the current WIA Youth FSR and Instructions.

7/7/2008 Training Employment Notice 44-07 on Providing Strategies to the One-Stop Career Center System on Collaborating with YouthBuild Programs.
5/21/2008 A list of Administrative Forms for Youth Programs has been to the dropdown list under "Administrative Policy Information" on the DEED Youth website.
5/20/2008 The new Youth Monitoring Guide has been finalized with edits highlighted in yellow.
5/19/2008 In anticipation of the revised TEGL 17-05 on Literacy/Numeracy Common Youth Measures, DOL released Questions and Answers - Specifically, the new Q/As in Chapter 25 - Attachment D (items 1, 2, 4, 5, 6, and 22) of the WIA Youth Administrative Manual (edits highlighted in yellow).
3/31/2008 The Draft Eligibility Handbook has been updated and edits are highlighted in yellow. Local review and comments are do no later than April 25, 2008.
2/26/2008 Chapter 13 of the Youth Administrative Manual has been revised to reflect additional information (highlighted in yellow).
1/28/2008 New Poverty Guidelines for 2008 have been released by the U.S. Department of Health and Human Services. The revised poverty levels for 2008 are now included in Chapter 5 of the Youth Administrative Manual.
  The revised Poverty Guidelines for 2008 are included in Chapter IV. Income Guidelines of the Eligibility Handbook.
1/18/2008 The Local Youth Plan Update for 2008 is due April 11, 2008.
1/17/2008 The 2007 Minnesota Youth Program Annual Report is now available to download.
12/10/2007 DOL Notice: TEN 17-07 (National Parent and Teacher Association [PTA] Goes to Work Campaign) and Attachment (National Parent and Teacher Association Partnership).
11/28/2007 We have added an electronic copy (PDF) version of the NEW U.S. Department of Homeland Security Form I-9 - Employment Eligibility Verification as well as the "Handbook for Employers, Instructions For Completing the Form I-9."

According to the Federal Register Notice of Monday, November 26, 2007 (pages 65974-65980), employers should begin using these new forms IMMEDIATELY. Youth participants already in your programs with completed I-9 forms already on file DO NOT have to resubmit a new form.

10/23/2007 DOL's new Toolkit for Effective Frontline Services to Youth was recently released and provides an extensive amount of information. 618 pages.

TEGL 17-05 Change 1 (Common Measures Policy) has been added to the site. TEGL 17-05 Change 1 is an update from the U.S. Department of Labor and includes:

  • Attachment A: Revised Educational Functioning Level (EFL) Descriptors Levels
  • (Attachment B): New table that illustrates the difference between the new and old EFL tables
  • (Attachment C) Revised Literacy/Numeracy Specifications
  • (Attachment D): New WISARD record layout for literacy/numeracy

Chapter 17 and Chapter 24 of the Youth Administrative Manual have been updated to reflect the extension of Minnesota's waiver regarding the Individual Training Accounts (ITAs) for youth through June 30, 2010.

Chapter 7 of the Youth Administrative Manual has been updated to reflect the new minimum wage requirements.

Chapter 4 of the Youth Administrative Manual has been updated to reflect changes to the definitions, inclusions and exclusions of income used to determine eligibility.

The Youth Services Toolkit was developed by a national team of youth professionals, trainers, and program experts as a multipurpose resource for case management focusing on disadvantaged, at-risk youth who have become disconnected from mainstream institutions and systems. The Toolkit is designed to assist workforce professionals in the development of appropriate programming activities that help youth gain the skills and competencies they need to obtain jobs.

5/1/07 Recent discussions about WIA allocation formulas has resulted in revisiting a General Accounting Office (GAO) report on this topic. The most significant of these reports is an August, 2003 GAO report on use of alternative formulas on state WIA allocations.
4/26/07 The Youth@Work materials used during Minnesota's training are now available on the Youth website.
